THE IDEAL CANDIDATE The City of Alameda is seeking an experienced, capable, and progressive leader to serve as its next Fire Chief. The ideal candidate will display a leadership style that reflects a contemporary understanding and approach to the evolving nature of fire service. They will be an exceptional critical thinker and innovative problem solver who is not afraid to pursue new ventures. The individual selected must be committed to keeping the Department on the industry forefront and helping to advance the profession overall.Dedicated to strengthening leadership capacity at all levels, the individual selected will convey a notable passion for succession planning and be an advocate for training and ongoing professional development. A leader who exhibits high emotional intelligence, the ideal candidate will have a history of fostering an organizational culture characterized by mutual respect and trust. With a high degree of political astuteness, they will seek to understand the AFD's history and current culture, while striving to maximize inclusivity and adherence to best practices. Previous success with increasing gender and ethnic diversity within a department will be considered favorably.The individual selected will be known for their empowering leadership style along with a high level of professionalism. To that end, this professional must be highly community oriented and supportive of the department's extensive involvement and presence in the community. To be successful in Alameda, it is important for the new Fire Chief to embrace the importance of messaging, community engagement, and relationship building.With a reputation for being an outstanding team player, the ideal candidate will be proactive about establishing productive working relationships with fellow city departments. The proven ability to maintain excellent working relationships with the City Manager/Chief Executive's office and elected officials will also be carefully evaluated.The ideal candidate will offer strong operational experience along with extraordinary administrative depth. Strengthened by superior analytical abilities, they will display impressive fiscal acumen supported by a sophisticated understanding of the business aspects of the fire service. Substantial knowledge regarding the diverse utilization of data in a contemporary fire service model will be expected.Any combination equivalent to education and experience that provides the required knowledge, abilities, and skills will be considered. The ideal candidate will possess a minimum of five (5) years of command level experience and a Bachelor's degree. Experience serving a Bay Area local government entity is highly desirable. A Master's degree in a relevant discipline is also preferred. THE DEPARTMENT The Alameda Fire Department is comprised of dedicated professionals committed to the Department's mission to mitigate the impact of hazardous situations on life, property and the environment through effective response, prevention and preparedness programs. The Fire Chief provides leadership and support for the efficient delivery of these services through six divisions: Administration, Operations (including Water Rescue), Emergency Medical Services, Training, Disaster Preparedness, and Fire Prevention.Out of 117 Fire Department positions, 110 are sworn personnel who work out of four strategically located fire stations, staffing four fire engines, two fire trucks, and three ambulances 24 hours per day, 365 days a year. In addition to responding to emergency and non-emergency calls for service, Department members perform community outreach and education, provide fire and life safety consultation on new construction projects and review construction project plans for compliance with City and State fire codes, and work to ensure that the City and its residents are substantially prepared for a disaster or major emergency. Alameda Fire also provides quality assurance and control for emergency medical first responder and ambulance transport services and performs essential manipulative, didactic and proficiency instruction for current personnel, including running its own Firefighter Recruit Academy.Alameda Fire has identified the following goals for Fiscal Year 2020-21: Protect and preserve the lives and property of Alameda's residents, visitors and business community during all risk/all hazard emergencies.Develop and implement alternative funding sources to navigate economic challenges and sustain viable fire and emergency medical services to meet the needs of the CommunityImplement the Dive Rescue Program into Marine Rescue Operations Effective January 2020 Hire and promote a culturally diverse workforce throughout the Department reflective of the community.The Alameda Fire Department (AFD) has an annual budget of $41.1 million. The Department proactively pursues grant funding to supplement critical service needs and maintains a robust capital replacement program. The Department's Fire Grants program is responsible for the administration of received public and private grant funding. These funds have enabled the Department to increase suppression staffing using SAFER funding. COMPENSATION & BENEFITS The salary range for the Fire Chief is $222,002 - $269,846 annually based on a 40 hour work week;placement within the range is dependent upon qualifications. The City also offers a competitive benefits package, including:Retirement Program -CalPERS retirement formula of 3% @ 50 for classic members or 2.7% @ 57 for PEPRA (new) members. Classic members pay 9% as pre-tax contribution and also 6% as pre-tax City contribution. New members pay half the normal cost as determined by PERS. The City does not participate in Social Security; however, employees contribute 1.45% for Medicare.Medical, Dental & Life Insurance -Pre-tax monthly allowance up to $2,516.68 is provided by the City for PERS health; depending upon health plan and numberinsured; dental insurance for the employee and all eligible dependents and a $100,00 life insurance policy are provided by the CityRetiree Health -After 10 years of service will become eligible for retiree medical. Eligible to receive up to five years of service credit for years of service as a Fire Chief in another agency.Vacation - 160 hours of vacation per year, increasing according to length of service time up to a max of 240 hours annuallyHolidays - 10 observed plus 5.5 floating holidaysSick Leave - 96 hours per year. Unused sick leave may be converted to PERS service credit upon retirementCity Provided VehicleAdministrative Leave- 40 Hours annually- cashed out if not usedLong-Term Disability - The City provides LTD insurance up to $8,000 per monthOptional Benefits - Several optional insurance plans are available to eligible employees including vision, flexible spending account, dependent care program, long-term care, additional life insurance and 457 deferred compensation plans.Deferred Comp- City matches up to 1% of employee's salaryUniform Allowance- $1,310 annually
